Purpose and Need statement from Calais LNG's Natural Resources Protection Act (NRPA) Application, Attachment 1:

“…New England relies on long-distance pipelines to supply approximately 80 percent of its total natural gas needs”

Approximate natural gas output being fed into the New England natural gas market from existing and under-construction LNG import facilities:

  • Canaport LNG, Saint John, NB — 20%
  • Distrigas LNG, Everett, MA — 20%
  • Northeast Gateway, Gloucester, MA — 20%
  • Neptune LNG, Gloucester, MA — 20%

Approximate total output = 80 percent of New England's natural gas requirement.

Existing LNG import infrastructure plus long-distance pipelines equal 160% of New England's natural gas requirement.

Calais LNG is moot.

Living in the Hazard Zones


How Downeast LNG, Calais LNG, and defunct Quoddy Bay LNG would violate the LNG industry's own best practices by subjecting local populations — in Maine, Sipayik, and New Brunswick — to hazards from potential LNG releases.

The Society of International Gas Tanker and Terminal Operators (SIGTTO) is the de facto world authority on LNG safe practices. Their publication, “Site Selection and Design for LNG Ports and Jetties,” warns against siting LNG terminals where LNG vapors from a release or spill could affect civilian populations. The proposed local LNG projects violate that standard — along with dozens of others.

"The Government of Canada continues to support the responsible development of liquefied natural gas (LNG) terminals in North America as LNG will be an important source of natural gas in the coming years. However, Canada remains opposed to the passage of LNG tankers through Head Harbour Passage, which is located within Canadian internal waters. This area is widely recognized as a unique and highly productive marine ecosystem. Canada continues to have strong concerns about the navigational, environmental and public safety risks associated with transit through such a narrow passage.

“As was previously noted in the Draft Environmental Impact Statement issued by the FERC for Downeast LNG , the passage of LNG tankers in this region requires the collaboration of the Government of Canada. WEBMASTER'S COMMENTS: Canada steadfastly continues to prohibit LNG transits into Passamaquoddy Bay. And, the US Coast Guard requires the LNG developers to obtain Canada's approval for LNG transits — something that clearly will never happen.

Downeast LNG and Calais LNG have no chance at success without moving outside of Passamaquoddy Bay. So why won't they do it?

Webmaster’s Comments: Absent from the letter is recognition of Canada's sovereign rights equal to those of the USA. Wellinghoff also ignores the Homeland Security requirement that Downeast LNG and Calais LNG obtain Canada's coordination and cooperation for LNG transits through Passamaquoddy Bay — something Canada has vowed not to provide.

  • Maine House of Representatives [David C Burns] — Non-intervenor Rep. Burns claims importing LNG from foreign countries would "help to further attain our goal of energy independence...." Webmaster’s Comments: LNG is imported from overseas, from countries that may not be very friendly with the US. That does nothing to build energy independence.

Webmaster’s Comments: Calais LNG would have no impact on natural gas coming into Maine from Canaport LNG in Saint John, NB, since Canaport has a 25-year contract for its gas. Calais LNG would have to find new markets — markets that are already being, or can be, easily satisfied by existing natural gas supplies.

  • INDIVIDUAL [Phil Tinker] — Non-intervenor identifies himself as owner of the Townhouse Restaurant in Calais. He supports CLNG for the jobs it promises.
  • INDIVIDUAL [Sharon Doten] — Non-intervenor supports CLNG's promise of jobs.
  • HOUSE OF REPRESENTATIVES [Anne Perry] — Non-intervenor supports CLNG for the promised jobs and because it would bring a clean, alternative energy source to heating oil. Webmaster’s Comments: Natural gas is already available via the Maritimes & Northeast Pipeline, or even from St. Stephen, across the river. For local benefit from natural gas — from either the existing sources or from a Passamaquoddy Bay LNG facility — would require building the delivery infrastructure to homes and businesses; it would need to promise profitability. Also, imported LNG (Distrigas LNG and Northeast Gateway in Massachusetts) has proved to be significantly more expensive than Maritimes & Northeast Pipeline natural gas.
  • INDIVIDUAL [Daniel Amber] — Non-intervenor Mr. Amber supports CLNG for the promised jobs and to reduce dependence on oil
  • INDIVIDUAL [Drew Case] — Non-intervenor Mr. Case identifies himself as a hardware store owner in Calais. He supports CLNG for the promised jobs, and indicates CLNG would result in long-term jobs for lodgings and restaurants. He claims CLNG has the full support of nearly every year-round resident. He compares the benefit from CLNG to the benefit Canada has received from LNG. Webmaster’s Comments: The comment overlooks the critical differences between Calais LNG and Canaport LNG, as well as natural gas market realities.
  • INDIVIDUAL [Sam Coltart] — Non-intervenor Mr. Coltart believes CLNG would improve the local economy.

  • INDIVIDUAL [Shenee Magoon] — Non-intervenor supports LNG in Washington County. Webmaster’s Comments: LNG might possibly be successful locating in Washington County outside of Passamaquoddy Bay; however, the developers have refused to do what is necessary to succeed. Remaining in the bay is sure failure.
  • INDIVIDUAL [John V Chambers Jr.] — Non-intervenor supports CLNG because of promise jobs. He apparently believes FERC has the authority to prevent the Maine Board of Environmental Protection from taking jurisdiction over CLNG's state permitting.
  • INDIVIDUAL [Tari Barnard] — Non-intervenor believes the area continues to turn away prospects for growth, and believes LNG would provide an alternative fuel to oil. Webmaster’s Comments: Calais did not turn away Wal-Mart (but look what has happened to local businesses). The new hydrokinetic tidal power projects have not been turned away. New area wind power projects have not been turned away.
  • INDIVIDUAL [Nancy Walker] — Non-intervenor believes LNG will bring jobs, and job prospects for the area keep getting turned away. She believes CLNG project poses a minimal safety threat. Webmaster’s Comments: Calais did not turn away Wal-Mart, the new hydrokinetic tidal power projects, or the new area wind power projects. Regarding safety:The US Government considers the project a significant enough safety threat that is has declared Hazard Zones around the transiting LNG tankers that would engulf thousands of people against their will.
  • INDIVIDUAL [John Chambers] — Non-intervenor supports the jobs CLNG promises. He apparently believes FERC controls whether or not the Maine Board of Environmental Protection will take jurisdiction of state permitting.
