FERC removes Calypso LNG
from map of Proposed/Potential Terminals

FERC's 2011 Dec 19 update to its map of Proposed/Potential LNG terminals has eliminated the Calypso LNG project that had been proposed for offshore east coast Florida.

Calypso LNG withdrew its MARAD (US Department of Transportation Maritime Administration) application on 2009 Feb 25; however, FERC continued to list the project until 2011 Dec 19.

MARAD is the permitting agency for terminals more than 3 miles offshore. FERC is the permitting agency for shore-based and in-shore LNG terminals.

Downeast LNG and Calais LNG are 2 of the 5 remaining proposed import projects.
The rest of the industry realizes
there is no market for additional LNG import projects.

US Department of Energy (DOE) applications to export natural gas/LNG are different from FERC LNG terminal construction applications.
Eleven LNG export projects are listed by the DOE. Two are for Freeport LNG. One is for ConocoPhillips in Alaska that closed down in late 2011 but will be re-opening in the second half of 2012.
Freeport and Sabine Pass applications are to liquefy and export US LNG. All 7 of the remaining applications are to re-export.

On 2011 Apr 13 Excelerate Energy announced it is "retiring" (shutting down) the Gulf Gateway Deepwater Port LNG terminal that began operations, at a cost of $70 million, in 2005 during the LNG goldrush. The LNG import bubble has burst.

Living in the Hazard Zones


How Downeast LNG, Calais LNG, and defunct Quoddy Bay LNG would violate the LNG industry's own best practices by subjecting local populations — in Maine, Sipayik, and New Brunswick — to hazards from potential LNG releases.

The Society of International Gas Tanker and Terminal Operators (SIGTTO) is the de facto world authority on LNG safe practices. Their publication, “Site Selection and Design for LNG Ports and Jetties,” warns against siting LNG terminals where LNG vapors from a release or spill could affect civilian populations. The proposed local LNG projects violate that standard — along with dozens of others.

A list of 13 questions requring answers is provided by FERC, to be answered within 20 days (by Monday, Feb 20). Downeast LNG clearly has not complied with US DOT vapor dispersion Exclusion Zone-calculation requirements.
