Dear Chairman Wood:

A particular page on FERC's website entitled "Existing and Proposed North American LNG Terminals" has recently come to my attention. Under the subcategory "Planned Terminals and Expansion" is a Quoddy Bay, LLC proposal for a [sic] LNG terminal at Pleasant Point, Maine. I was surprised to learn that this terminal is listed as 'planned,' given that communities standing to be directly affected by the terminal, and who therefore should have a critical, if not decisive, voice in approving or rejecting such a proposal, have not had an opportunity to review and decide on Quoddy Bay, LLC's plan for their region.

FERC's listing is also of concern following the insertion of language, at the last minute, into the FY 05 Omnibus Appropriations bill that, although not legally binding, sought to restrict local and state influence in approving or rejecting proposed LNG terminals.

I believe referring to a proposed LNG terminal as 'planned,' when the proposal has gone through neither state nor local approval processes, is inaccurate and cause for alarm in the local area. Accordingly, I would appreciate a prompt and thorough explanation of why the Quoddy Bay, LLC proposal to site a [sic] LNG terminal at Pleasant point is so termed.
